We are seeking a Business Analyst/Service Manager to help us deliver reliable, user-focused applications and services that enable mission success. As a Service Manager you will:

 

  • Manage day-to-day operations of applications in the service area, including roadmaps and initiatives.
  • Serve as primary point of contact for application issues.
  • Manage tasking for IT staff and coordinate with application stakeholders and owners.
  • Analyze, design, configure, and test system change.

As a Business Analyst you will:

 

  • Lead business analysis activities in collaboration with project/ops teams and stakeholders.
  • Document business processes, requirements, and functional specifications.
  • Recommend process solutions to improve efficiency and meet project needs.
  • Evaluate and suggest system improvements to align with user requirements.
  • Bridge gaps in technical design by:
    • Collaborating with Tech Leads and Developers to resolve design-level questions (e.g., relationships, fields, permissions, logic).
    • Documenting assumptions and ensuring they are reflected in the functional specification.
  • Support testing efforts by:
    • Testing smaller features directly or engaging testers early with clear expectations.
    • Collaborating with data governance and technical teams to develop and maintain data dictionaries, ensuring business terminology and definitions are clearly documented.
    • Testing integrations across modules to confirm end-to-end behavior matches requirements.
    • Ensuring delivered functionality meets both specifications and customer intent.
    • Analyze, design, configure, and test system change.

Qualifications

You meet our minimum qualifications for the job if you...

  • Hold a Bachelor’s Degree in Information Systems, Software Engineering, Computer Science, or a related technical field, or equivalent professional experience.
  • Have 7+ years of professional experience in a technical field, including 3+ years implementing, maintaining, and supporting IT systems.
  • Possess at least 1 year of project or team leadership experience.
  • Demonstrate proven success in conflict resolution and people management.
  • Have a solid understanding of IT fundamentals, including web-based development, relational database technologies, and SQL.
  • Possess detailed knowledge of the full software development lifecycle.
  • Exhibit strong analytical, multitasking, and interpersonal skills, with the ability to build effective working relationships across teams.
  • Effectively prioritize assignments, communicate progress to stakeholders, and deliver results on time.
  • Communicate clearly in both written and verbal formats, with experience presenting to technical, non-technical, and executive audiences.
  • Occasional weekends and after-hours work may be required to support critical business or project needs.
  • Are able to obtain a Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development. Minimum Rate

$102,500 Annually

Maximum Rate

$290,000 Annually
