Position Summary
The Vice President for Financial Services/Chief Financial Officer (CFO) serves as the chief steward of Meridian Community College’s financial and business operations, reporting directly to the President. The CFO provides leadership, vision, and oversight for all fiscal areas of the College, ensuring compliance with federal, state, and accrediting regulations while promoting financial stability and ethical accountability.
Leadership and Stewardship
The Vice President for Financial Services/Chief Financial Officer (CFO) serves as the chief steward of Meridian Community College’s financial and business operations, reporting directly to the President. The CFO provides leadership, vision, and oversight for all fiscal areas of the College, ensuring compliance with federal, state, and accrediting regulations while promoting financial stability and ethical accountability.
Leadership and Stewardship
- Provide strategic leadership and vision for Accounting, Procurement & Contracts, Budgeting & Forecasting, Auditing, Financial Reporting, Data Analytics, Investments, and Risk Management. Serve as a good and faithful steward of public funds on behalf of taxpayers at the city, county, state, and federal levels.
- Advise the President and Board of Trustees on financial matters, ensuring all recommendations align with MCC’s mission and with laws governing Mississippi community colleges.
Budgeting and Financial Management
- Develop the College’s annual operating budget in collaboration with departments; secure approval by the President and Board of Trustees.
- Manage budget adjustments and revisions to maintain fiscal balance and transparency.
- Provide monthly and annual financial reports, including the Mississippi Budget Report (MBR), to the President, Board of Trustees, and state/federal agencies.
- Provide forecasting and other data analysis such as return on investment calculations to stakeholders.
- Ensure compliance with generally accepted accounting principles (GAAP) under the Governmental Accounting Standards Board (GASB) and government auditing standards.
Accounting and Auditing
- Oversee all accounting operations, including purchasing, accounts payable/receivable, asset management, and grants management.
- Ensure compliance with OMB Circulars and federal cost principles.
- Manage procurement, including Requests for Proposals and sealed bid processes, in accordance with state law.
- Coordinate and support annual external audits of College and MCC Foundation activities, resolving findings promptly.
Investments and Risk Management
- Monitor investment opportunities and make recommendations to the President to maximize financial returns while maintaining fiscal responsibility and ensuring regulatory compliance.
- Maintain comprehensive insurance coverage and direct ongoing risk assessment and avoidance strategies.
Compliance and Reporting
- Ensure timely submission of all required state, federal, and accreditation reports.
- Maintain a current Business Services Procedures Manual.
- Stay current with best practices and standards through organizations such as NACUBO, CCBO, CUPA, GASB, and FASB.
Required Qualifications
- Master’s degree in Accounting, Finance, Business Administration or related field OR CPA license
- Minimum 7-10 years of progressive experience in financial leadership, such as Director of Finance, Assistant CFO, or CFO
- Strong leadership, communication, team management and decision-making skills with a proven record of fiscal stewardship, while promoting a culture of accountability and service
- Ability to prudently manage complex budgets, financial compliance, and reporting requirements
Preferred Qualifications
- Knowledge of Mississippi community college funding structures and state-level reporting (or equivalent state system)
- Proven track record of leading clean external audits with minimal or no findings
- Knowledge of governmental accounting and compliance standards
- Familiarity with federal and state grant compliance (Department of Education, OMB Circulars, etc.)
- Experience with risk management programs, including insurance, compliance, and safety initiatives
- Familiarity with enterprise financial systems (Ellucian Banner, CampusCafe or similar ERP)
- Experience working effectively with boards of trustees and external stakeholders
- Excellent communication and presentation skills, with the ability to convey complex financial information clearly to non-financial audiences
- A record of strategic leadership that supports institutional growth, student success, and mission-driven decision-making
